Sahakar Global Limited at Shahjahanpur NHAI Toll Caught Issuing Unauthorised Tickets to Overloaded Vehicles in Violation of NHAI Guidelines
Serious irregularities have come to light at the Shahjahanpur Toll Plaza (NH-48), operated by Sahakar Global Limited, where overloaded vehicles were issued unauthorised paper tickets while overload charges were collected in violation of the National Highways Authority of India's (NHAI) prescribed guidelines.
Official NHAI records show that all toll collection agencies were directed to discontinue the collection of overload charges through cash or any manual mechanism and to collect such charges exclusively through the prescribed Dynamic QR (digital) payment system. The directive was issued to ensure transparency, digital traceability, and proper accounting of all overload fee collections.
Despite these mandatory instructions, overloaded vehicles were issued paper slips instead of collecting overload charges through the authorised digital system. This conduct is a clear violation of NHAI's operational guidelines and defeats the very objective of a transparent, digitally verifiable toll collection mechanism.
By collecting overload charges outside the prescribed system and issuing unauthorised paper tickets, Sahakar Global Limited violated Government directions, compromised financial transparency, and caused loss to the public exchequer while undermining the integrity of the National Highway tolling framework.
Considering the repeated violations of NHAI guidelines and the serious nature of these irregularities, it is learnt that NHAI is examining stringent action against the toll operator, including the initiation of blacklisting proceedings in accordance with the terms of the contract and applicable rules.
These violations cannot be dismissed as mere procedural lapses. They strike at the integrity, transparency, and accountability of the National Highway toll collection system and call for immediate action.
An independent investigation must be initiated to determine the full extent of the illegal collections, assess the loss caused to Government revenue, fix responsibility on all persons concerned, and initiate appropriate civil and criminal proceedings wherever warranted.
Public money collected on National Highways must remain transparent, digitally traceable, and fully accountable. Any attempt to bypass the prescribed NHAI mechanism deserves the strictest action under the law.
